聯合國於2011年推出《工商企業與人權指導原則》（UN Guiding Principles on Business and Human Rights, UNGPs），發展出國家與企業如何共同保障人權的三大支柱－「國家保護義務」、「企業尊重責任」與「有效救濟」（人約盟已完成UNGPs繁體中文版，並推出專欄文章）。至此之後，各國政府、國際組織與非政府組織相繼推出如何監督企業落實人權保障的法規或指導原則。在聯合國體系下，人權高專辦繼UNGPs後，進一步針對第二大支柱－「企業尊重人權責任」推出解釋性指南。在人權理事會下成立的「企業與人權工作小組」則推出UNGPs前後十年的回顧與展望，並提供國家如何制定企業與人權行動計畫的指南。在區域性組織方面，經濟合作暨發展組織針對多國籍企業與盡責管理 (due diligence) 推出指南、歐盟則針對企業永續報告與盡責管理推出指令。除了國際組織外，英國、法國、德國等國也陸續將企業盡責管理的責任立法化。臺灣政府於2020年推出「企業與人權國家行動計畫」，也是參考了聯合國的指導原則，致力於在追求經濟發展與保障人權間取得平衡。
